Dedham Democratic Town Committee

Caucus
Date & Location: this Saturday, June 8 at 9:00 a.m. at the American Legion, 155 Eastern Ave., Dedham

Purpose: elect 15 delegates (7 females, 7 males, 1 either) and 4 alternates to represent Dedham at the 2019 Democratic State Convention

Eligibility: any Democrat registered in Dedham and any pre-registered voter who is 16 years old by May 11, 2019 can participate in the voting and run for delegate or alternate; for first time this year, a candidate for delegate or alternate need not be present in order to be elected pursuant to the stipulations below

 Process if not present:
• If you cannot attend the caucus but would like to run for delegate or alternate, you may still be selected if there are fewer nominated candidates present at the caucus than there are seats available in the delegation. In such case, if 2/3 of those present so vote, then a candidate’s name may be placed into nomination despite their absence.
• If you wish to be a delegate or alternate but cannot attend the caucus, simply send me a short email message (MarkDDTC@gmail.com) or call my cell (617-462-1022) by this Friday night at 9:00 p.m. (1) confirming that you are available to attend the convention on September 14 and (2) explaining why our Democratic colleagues should vote for you as a delegate or alternate. In the event the circumstances arise and a 2/3 vote is taken, I will enter your name in nomination and read your message on your behalf at the caucus, for up to 2 minutes. If there is any material you would like to submit to be distributed, you may send that to me as well.
Process for those present:
• All attendees must register upon arrival and those wishing to vote or run for delegate or alternate will be confirmed as registered Democrats in Dedham
• Registration will begin at 8:30 a.m. and anyone in line by 9:15 will be allowed entrance
• Once all attendees are registered, I will call the caucus to order and proceed through these 7 items:
1. Information about the State Convention, including delegate responsibilities
2. Information about the Statewide Affirmative Action and Outreach Plan & Add-On Delegates
3. Review of Methods of Electing Delegates
4. Review of Ex-Officio Delegates
5. Reading the letter from State Party Chair Gus Bickford
6. Review of Delegate Fee and Fee Waiver Process
7. Nomination and Election of Delegates and Alternates
a. There will be 5 elections conducted in this order—female delegates (7), male delegates (7), open to either gender for the remaining delegate seat (1), female alternates (2), male alternates (2)
b. In each case, there will be a call for nominations; you can nominate yourself and no second is needed; nominations are closed by a 2/3 vote or by general consent
c. After nominations are closed, the names of all candidates must be posted before balloting begins and nominees must sign the "Consent to Nomination" form
d. Unless waived or amended by a 2/3 vote, each nominee will have up to 2 minutes to explain why your colleagues should vote for you and to distribute any material you may have
e. Voting will then be conducted in writing by secret ballot
f. Those voting may vote for as many persons as they wish, up to the maximum number of seats available
g. Election shall be by plurality vote, meaning those receiving the greatest number on the first ballot will be elected
h. A runoff will be conducted in the event of a tie vote
i. Votes are then tallied and winning delegates and alternates are announced
j. For those elected, forms are completed to report the results to the state party and information about paying your fee is distributed
k. For those not elected, add-on delegate options [youth (16-35), minority, disabled, LGBTQ+] are discussed and forms are distributed; deadline to apply for add-on delegate is July 8
