A UMass Boston Study of the Town of Dedham’s Workforce and Work Environment
Project Background
The Town of Dedham is committed to building a positive and equitable work environment for all and improving its approach to recruitment, retention, and promotion to ensure that its workforce and boards, committees, and commissions reflects a range of diverse perspectives and backgrounds. Working toward these goals will require intention, consistency, and transparency.
The Town has contracted the University of Massachusetts Boston (UMass Boston) through a Community Compact Cabinet Grant to help with identifying practices that contribute to equity and inclusion as well as barriers that challenge diverse recruitment and fair access to opportunities for the Town’s workforce and boards, committees, and commissions.
The UMass Boston team has launched its study and to help inform the study, the team has distributed a survey to all Town employees, and will prepare recommendations to guide the Town as it works to ensure diversity, equity, and inclusion across its workforce.

What do we mean by diversity, equity, and inclusion?
As the Town seeks to realize diversity, equity, and inclusion across Town government, there will be efforts to collectively develop a shared understanding of these concepts. The Human Resources Department offers the following definitions for initial consideration:
Diversity: The presence of different and multiple characteristics that make up individual and collective identities, including but not limited to, race, ethnicity, gender identity, age, religion, sexual orientation, ethnicity, national origin, socioeconomic status, language, and (dis)ability. The Town recognizes that diverse backgrounds and perspectives enrich our workforce and workplace.
Equity: The process of identifying and removing the barriers that create gaps in access, resources, and opportunities for all to be able to thrive. The Town seeks to create conditions for all employees to succeed and grow.
Inclusion: The creation of environments in which any individual or group can feel welcomed, respected, supported, and valued to participate fully. The Town seeks to ensure that all employees feel a sense of belonging and are able to be full participants in the work of the Town.
These definitions were drawn from the National Association of Counties with slight modifications.
About the University of Massachusetts Boston Team
The UMass Boston consultancy is a partnership between the Edward J. Collins, Jr. Center for Public Management and Center for Women in Politics and Public Policy, both within the John W. McCormack Graduate School of Policy and Global Studies. The Collins Center was established in 2008 in the McCormack Graduate School of Policy and Global Studies to further the public service mission of UMass Boston. The Center provides technical assistance to municipalities, school districts, regional governments, and state agencies on all aspects of public management. Founded in 1994, the Center for Women in Politics and Public Policy (CWPPP) aims to promote diverse women’s leadership to achieve more just, equitable, and responsive public and institutional policies and meaningful inclusion. CWPPP brings extensive experience addressing diversity, equity, inclusion, and anti-racism (DEIA) challenges and opportunities and is committed to supporting municipalities in DEIA.
