Abatements
- An abatement is an appeal to your assessment, not your taxes. You must pay your taxes pending your appeal.
- The application for an abatement must be received by the Board of Assessors no later than February 1.
- If it is approved, you will receive a certificate indicating the amount of the abatement. If your tax bill has a balance to be paid, the abatement will be credited to your next payment. If your tax bill is paid in full, you will be sent a refund check.
- If your application is denied, you will receive a notice of denial. You may appeal to the State Appellate Tax Board (ATB) within three months of the date of the Assessors decision. They are located at 100 Cambridge St.: 2nd floor; Suite 200; Boston, MA 02114-2509. The telephone number is 617-727-3100.
- The Assessors have three months to take action on your abatement application.
Animals
M.G.L. Chapter 140 Sections 137 & 137A state that you must License a dog. You must License the dog beginning at 6 months of age. Please include an updated rabies certificate and if the dog is spay/neutered we will need that certificate as well. All paperwork that you submit will be returned with the License. - Dog park registration is required to use the Dog Park, located at the Dolan Recreation Center, 269 Common Street. A one year membership can be purchased online through the Parks and Recreation program registration page. Please note: Dog Park registration requires proof of town dog license.
Assessments
- Assessed values in Massachusetts are based on "full and fair cash value", or 100 percent of fair market value.
If your opinion of the value of your property differs from the assessed value, by all means go to the Assessor’s office and collect pertinent data to support your opinion. The Board of Assessors will be glad to answer your questions about the reassessment procedures. When questioning the assessed value, ask yourself these questions:
Is my data correct?
Is my value in line with others on the street?
Is my value in line with recent sale prices in my neighborhood?
Keep in mind what’s important: recent sale prices, condition, neighborhood, building area and lot area are the most critical factors in the valuation process. There is a variety of information available to help you determine whether your assessment is fair and equitable. The Assessors and their staff will be happy to assist you. If after discussing the matter with the Assessors or their staff, and researching the assessments of comparable properties within your area, a difference of opinion still exists, you may appeal your assessment to the Board of Assessors by filing an abatement application.- The property is legally assessed to the owner as of January 1, but make sure you get a bill! You may be entitled to file an application for abatement (see abatement FAQ's) if you dispute your value. Or, as the owner of property July 1, you may be entitled to file an application for one of the statutory exemptions that are available.
Code Enforcement
- The Code Enforcement Officer should be contacted and provided the information regarding this complaint. He would then investigate the complaint and follow it through to resolution.
I have noticed several temporary signs posted on telephone poles and at various other locations throughout Town - what do I do?
The Town of Dedham has a strict Sign Code By-Law relative to illegal posting of signs. The Code Enforcement Officer should be contacted so that this matter can be investigated and proper action be taken.
Doing Business
Under Massachusetts General Laws, Chapter 110 Section 5, any individual, partnership, or corporation doing business in Dedham under a name other than their own must file a Business Certificate. The fee is $40.00 and is valid for four years. Visit the Business Certificate (DBA) page for more information.
- Liquor License requests are handled by the Town Manager's office, under the authority of the Board of Selectmen. Please contact the Town Manager's office to apply for a Liquor License.
Elections & Voting
You must re-register if you have moved. The census form does not register you to vote. You must fill out a voter registration form. Failing to return the Annual census and not voting in at least one of the next two state or Federal elections will remove your name from the voting list.
Excise Tax
- Yes. The tax must be paid. However, while she is on active duty, no penalty fees are imposed for late payment, she cannot be marked for non-renewal at the Registry of Deeds and the interest on the unpaid amount is half the statutory rate.
- The Registry of Motor Vehicles values automobiles according to a fixed schedule of depreciation. The schedule lowers the value by a set percentage in each of the first five years and then fixes the value for the rest of the life of the car. Therefore, after the fifth year, the excise tax stays the same, year after year.
- If you buy a motor vehicle in the second half of the calendar year, the first excise valuation will be pro rated on the partial year. The next excise valuation will reflect a full year and, even after the mandatory depreciation, may still be higher than the prior year.
The Registry of Motor Vehicles says I can’t renew my license/registration because of an unpaid excise. How do I clear that up?
Notices of unpaid motor vehicle excise bills are mailed twice (once as a “demand” and again as a “warrant”) and then delivered to the door (as a “final warrant”). If an excise bill remains unpaid after the final warrant, it is liable to be reported to the Registry. The Registry then “flags” or “marks” the owner of the car and the registration. A flag at the Registry means that the owner cannot renew his or her license or registration until the excise and all fees and interest have been paid. After a stop on a public way, the police may also remove a flagged driver from the vehicle and tow the vehicle.
To renew after flagging, you must pay ALL outstanding excise bills in your name or with the same registration number. Payments may be made at Town Hall or at our Deputy Collector in Reading MA. Payment must be in cash, money order or bank check. Once paid, the flag is removed within minutes through an electronic notice to the Registry.- Each time a car is registered or re-registered, the Registry of Motor Vehicles prepares a new excise bill. So when you buy a car, you will get another bill. However, you can apply to the local Board of Assessors for abatement of the tax on the original bill for the rest of the year. So if you register your new car in March, you will get a new bill for March through December on the new car but you are due an abatement and a refund for April through December on the old car (the tax is figured in whole months only).
- It’s the law. We are mandated by state law to charge interest at the rate of fourteen percent per year on overdue real estate and personal property amounts and twelve percent per year on overdue excise bills. Town meeting mandated interest on overdue sewer amounts at the rate of fourteen percent.
Home Improvement
- The Plumbing & Gas Inspector is located in the Building Department at Town Hall, and it responsible for enforcing the Massachusetts Uniform State Plumbing Code. - Enforcement of the Massachusetts Electrical Code is handled by the Town's Wiring Inspector. The Wiring Inspector is located at the Town Hall in the Building Department. To download an application for a wiring permit or to learn more about fees associated with these permits please visit the Wiring Inspection and Permitting page.
- The best place for most people to start is within the Building Department. Most home improvement projects require permits, and the Building Department can help you ensure that you are getting the proper inspections needed so that your project will be done in accordance with the State Building Code as well as local by-laws. Please remember to inquire about whether there are any other restrictions or processes you should be aware of, such as those which relate to Zoning and Conservation.
- The Town of Dedham and the Commonwealth of Massachusetts have standards for managing stormwater. Most projects, from additions to new construction, require some kind of Stormwater Management Permit. For minor projects, the Stormwater Permit may be handled in conjunction with the Building Department's Building Permit processes for your convenience. Major projects require a hearing with the Conservation Commission. - Before you plan alterations to a building or property in Dedham -- or before you purchase or lease property -- you should contact the Planning & Zoning Department, the Building Department, and the Conservation Department to learn about any applicable regulatory requirements.
- If you are planning any landscaping, clearing, filling, excavation, demolition, or construction within a wetland or floodplain, within the 100 foot buffer zone, or within 200 feet of the Charles River, Neponset River, Mother Brook, or other perennial stream, please contact the Conservation Department before you begin your project to determine if you will need a permit (whether or not the wetland resource area is on your property).To learn more about Wetlands Protection in Dedham, please visit our Wetland Protection Information page. - Carts were not placed outside by 7:00 a.m., therefore it was not picked up.
- Both Trash and Recycling carts must be placed outside no later than 7:00 a.m. on your designated pickup day
- Review the Waste Management Schedule online.
- Carts were placed less than 3 feet apart, so the arm could not reach the individual carts.
- Carts were not placed on the curb with the opening of the lids facing the street.
- Cart lid was not able to close because bags of trash were piled higher than the top of the cart.
- Carts or bins placed outside are not those provided by the Town.
- Only recycling and trash in carts provided by the Town will be picked up.
- Carts were blocked by a parked car.
- Recyclables were mixed in with trash.
If your recycling or trash was not picked up, please contact Waste Management at 800-972-4545.

Waste Management will collect bulky items and white goods (one per residence, per week) at the curb. Please call Waste Management at 800-972-4545 to schedule a collection.
In addition, The Town has contracted with WasteZero and Waste Management to provide an option for residents to dispose of excess household trash. Trash that does not fit into the cart can be placed in official overflow bag(s) next to the trash cart for collection on your regularly scheduled collection day. Overflow bags are $2.00/each and are sold in sleeves of five. Overflow bags are available for purchase at local retailers, including:
- Dedham has a Senior Center which is currently located at Traditions of Dedham, 735 Washington Street and has a future home planned in the Ames School Building along with the new Town Hall. Seniors participate in many activities held at the Center, and schedules and information are included on the Council on Aging website. Hours are 8:30 AM 4:30 PM. The tax is based on the value of the equipment as reported to the Board of Assessors on what is called the “form of list”. The tax rate is the same as that for commercial and industrial property.

Public Works Services
Service requests for non-emergency issues can be reported using the DPW's Service Request Form. Report common issues such potholes, street light outages and more. Once submitted, your request will be routed to the Public Works Department for review and handling.
To report an area in need of the plowing or removal of snow, please use the Department of Public Work’s online service request form.
Recycling & Trash

- Waste bans are restrictions on the disposal, transfer for disposal, and contracting for disposal of certain hazardous and recyclable items. The purpose of the Waste Ban is to capture more recyclables, conserve landfill space, and keep hazardous substances out of the environment.The Massachusetts Department of Environmental Protection (MassDEP) enforces compliance with the waste ban and pursues enforcement against solid waste facility operators, haulers, and generators of solid waste who do not meet the requirements. MassDEP conducts inspections of solid waste facilities to identify generators that dispose of banned materials.You can easily comply with the Waste Ban by not disposing of the following Items with your trash, and instead recycling them:
- Asphalt pavement, brick and concrete
- Car Batteries
- Cathode ray tubes
- Clean gypsum wallboard
- Commercial food material
- Compact Fluorescent Light Bulbs (CFL's contain mercury so they cannot be thrown into the trash. You can recycle CFLs at IKEA or Home Depot)
- Electronics (can be dropped off at Staples for $10 or at the Geek Squad within Best Buy for free)
- Ferrous and non-ferrous metals
- Glass and metal containers
- Lead acid batteries
- Leaves and yard waste (bag and leave on curb for pick-up or compost in your backyard)
- Metal and wood
- Recyclable paper, cardboard and paperboard (cardboard must be broken down prior to being put out for recycling)
- Single-resin narrow-necked plastic containers
- Tires (National Tire and Battery will take them back for a minimal charge)
- Treated and untreated wood and wood waste (banned from landfills only)
- White goods (large appliances)
- Whole tires (banned from landfills only; shredded tires acceptable)

- Your birth certificate will be on file if your parents lived in Dedham at the time of your birth. Your marriage certificate will be on file in Dedham if that is where you filed your intention. Death certificates are filed here if the decedent was a Dedham resident at the time of death, or if a non-resident decedent actually died in Dedham. Copies of all Massachusetts vital records can be researched and obtained through the State Registry of Vital Records, 150 Mt Vernon St, Dorchester, MA 02125, Phone (617) 740-2600.

Veterans Services
- Chapter 115 benefits are not taxable income. You must report this income when applying for or renewing subsidized housing applications, Section 8 applications, and SNAP applications.
- NO, unless you have enrolled in the VA Healthcare System recently, which means you have filled out a VA Form 10-10EZ, submitted to a VA Healthcare location, were responded to via a letter from the VA confirming receipt, assigned a priority rating and assigned a physician who prescribes the medication
- Contact the Veterans Office @ 781-751-9265 to schedule an appointment with the Veterans Service Officer. Eligible veterans and/or family members must meet certain income criteria and their military experience must meet the Commonwealth of Massachusetts criteria.
- Your discharge record can be obtained through a request with this office. We will ask a few questions to confirm identity and then do a search within our local records, if not found at that level, we pursue at the state level and finally the federal level. Each level has various time elements for receipt.
- You must complete a VA Form 10-10EZ and submit with your discharge to the VA Healthcare facility that you wish to use or you can submit them to this office for submission. You must wait for a reply from the VA Healthcare System which usually takes about 30 to 45 days. Once you have received your reply you may call for an appointment and assignment to a primary physician.
- You must complete VA Form 20-572, Request for Change of Address/Cancellation of Direct Deposit. This form should be completed and processed by submitting to this office or you may send it directly to the office to which your records are kept. If they are in Boston, you would forward to Department of Veterans Affairs, Regional Office, JFK Federal Building, Boston, MA 02203.
- NO. The VA does not reimburse for prescriptions purchased at a local pharmacy.
- NO. If you can avoid canceling, we suggest you keep your private coverage; it can work as a second opinion. Many veterans have double coverage.
- NO. Unless he/she is a veteran, he/she will not have any coverage for healthcare through the VA.
You must apply for Chapter 115 in the town of which you reside. Each town in the Commonwealth has a veteran service agent.
- Under Chapter 115 of Massachusetts General Laws (M.G.L ch.115), the Commonwealth of Massachusetts provides a uniform program of financial and medical assistance for veterans and their dependents. Qualifying veterans and their dependents receive necessary financial assistance for food, shelter, clothing fuel, and medical care in accordance with a formula that takes into account the number of dependents and income from all sources. It may be obtained through the Town Clerk's office in the city or town in which the marriage intentions were taken out. The fee for a certified copy of certified marriage License is ten dollars ($10.00). You may also request copies by mail: see the Town Clerk's web page and download an order form.
